I can activate them but neither functions.
I have no idea how to launch either systems as administrator. Do I need to do that?

to launch an aplication as administrator you need to rightclick on the exe (Plitch.exe and Steam.exe) then select Properties -> Compatibility -> Run this program as an administrator
