Hello gyugyu,
This can often be due to the fact that PLITCH and Steam must be run as admin. To do this, select the desktop icon with the right mouse button and select "Run as administrator". It is not enough to be the set admin user on the computer.
If this is not working, can you please discribe your problem a little further?
