I found a post from 2016 that instructs you on how to bypass getting the second lot 192 by altering ini files and using ghost walk to get into the elvator.  This is the post *LINK REMOVED*  I have the game on steam so my user ini file was located here C:\Users\"yourname"\Appdata\BioshockHD\Bioshock.  From there click on the User file type for configuration settings.  It will open a large file but don't fret just scroll down a short distance until you see all the key bindings for F1-F12.  I used F12 for Ghost (which is the correct command for ghost walking and I used F11 for Walk (also the correct command).  You need the Walk command to disable Ghost.  Next, save the user file and start the game.  As the post suggests you must approach the elevator from behind to enter it and once you do hit your walk key and Bob's your uncle.  The post also mentions that you will have to repurchase all your plasmid slots after doing this.  Hope this helps anyone that got stuck like I did.  BTW I am also on windows 11 so other versions of windows may have the user configuration file somewhere else.
