how do game request and votes work

so i noticed there are a lot and i mean a lot of games that have been requested but who decides for what game a trainer is made like is there a certain amount of votes needed or something?
like at what point and time does a game go from requested to in progress

I personally can answer. It takes a lot of work that goes into coding. There are many, many, MANY factors that involves as such. If ya want, I can go into specifics but probably that wouldn't suffice for you. I mean no disrespect. Again; coding takes a lot of time based on the said-game. But I'm pretty sure the Plitch team will look into it and will answer your question 😉

Hey dekelav21,
there's no specific number of votes required for a game in the request list, so let me clarify how it works.
At the end of each week, our trainermakers receive a set number of games to work on for the following week. Most of these are upcoming releases that we’ve already decided to prioritize. We base this selection on data from SteamDB, checking which games are set to release soon and how many Steam users are following them. For example, Avowed is launching on February 18th (with 5 days of Early Access) and currently has 60k followers on Steam, so we planned in advance to work on it.
Once a game is assigned, it gets added to the request list and marked as "In Progress." At this point, users can no longer upvote it. This is why a game like Avowed might have a low number of upvotes. That is not because it's unpopular, but because no one had the chance to vote for it.
After covering the most important upcoming releases, we move on to filling our list with games from the request list, starting with the ones that have the most upvotes.

Hey Encrypted_God,
it's a long time that I've played that game.
@dekelav21 If you have any further questions about the game request system, feel free to let me know.
