Yes I run steam and plitch in administrator and I used god mode or Unlimited Health (Kratos) or (Atreus) Get 5x Damage (AI)
Get 3x Damage (AI) Get 2x Damage (AI) Easy & Free Craft and

Does the AI stops moving instantly after activating the cheats?

yes and enemy ai still move but others stop moving and stop talking except player's companions

Can you maybe send us your savegame? Best case close to the ai that's being affected by the cheats.
You should be able to find it here: %USERPROFILE%\Saved Games\God of War Ragnarök\
then you can open up a support ticket and attach a ZIP folder
